chinese sell FM/AM radio transmitters that have power ranges which far exceed FCC guidelines, they get past this by 1. not caring, 2. putting a dinky antenna on. 3. putting a warning on it, telling you that you can only broadcast so many distance
However, the antennas they use can be switched out with those baofeng whip antennas or even larger ones and can be operated in a very illegal way which i do not recommend Σ(;;ﾟДﾟ)

no one cares except the smelliest nerds and the oldest men. Both will try to report you to the FCC for not using the right jargon. They have nothing better to do and triangulating your location is like the most arousing thing they can imagine.
